Our Mission

Upward Bound prepares students for a better future and helps them succeed in life. We give students the knowledge they need to go to college. We help students achieve all of their goals and give them the opportunity to attend college. With Upward Bound, students can explore different career opportunities and learn more about college life.


Types of Projects


All Upward Bound projects MUST provide instruction in math, laboratory science, composition, literature, and foreign language. Other services include:

  • Tutorial Services

  • Study/Test-Taking Skills

  • Writing Support

  • Counseling

  • Mentoring

  • Cultural Enrichment

  • Career Development & Work-Study Programs where Youth Participating in the Project are Exposed to Careers Requiring a Postsecondary Degree

  • Academic Advice and Assistance in Secondary School Course Selection

  • Education or Counseling Services designed to improve the Financial and Economic Literacy of Students

  • Information on the Full Range of Federal Student Financial Aid Programs and Benefits

  • Guidance and Assistance on Secondary School Reentry, Alternative Education Programs, or Entry into General Educational Development Programs or Postsecondary Education

Marlow Artis is the Creator and Chief Content Purveyor for Tar Heel Teachers, which encompasses a blog, an educational panel talk show, & forthcoming podcast. In addition to moderating and executive producing these media platforms, he happily served for 5 years as a 6th Grade English/Language Arts Teacher. He was a member of the NC Governor’s Teacher Network, placed as the First Runner-Up in the Cumberland County Schools Teacher of the Year Competition (after being named the Teacher of the Year for South View Middle and the South View Attendance Area), and was an Emerging Leader for NCPDK. He was also featured as one of the Fayetteville Observer’s 40 Under 40 in 2015. He served for 2 and a half years as the Academic Support Specialist with Chapel Hill-Carrboro City Schools’ prestigious Blue Ribbon Mentor-Advocate Program. He was a NC Teacher Voice Fellow with the Hope Street Group from 2016 until 2018. He is a proud graduate of both UNC-Chapel Hill (Bachelor of Arts in Communication Studies) and UNC-Wilmington (Master of School Administration). Currently, Mr. Artis is enjoying a new career challenge as the Upward Bound Director for Sampson County Schools while simultaneously pursuing a doctorate in educational leadership from Western Carolina University.

Bachelor of Science in Criminal Justice - North Carolina Central University

Lakevia Underwood is the Upward Bound Program Coordinator for Sampson County Schools. She obtained a Bachelor of Science in Criminal Justice from North Carolina Central University in 2012. Following graduation, she joined the Sampson County District Attorney’s Office as a Legal Assistant. She remained in that role for 5 years. Currently, she also serves as Clinton High School’s head coach for the junior varsity cheerleading team. Previous experiences in education include being an Instructional Assistant at Butler Avenue Elementary from 2010-2012 and an Afterschool Instructor & Tutor at Creekside Elementary in Durham from 2007-2010.

Juanita Carr retired from Sampson County Schools after serving faithfully as the ADM Bookkeeper at Union Elementary. Following retirement, she was the Program Assistant for the 21st Century After School Program for four years. She also served as the Director of the Pearls Academy for two years. Since concluding her work with the 21stCentury Grants, she has held many interim positions throughout the school system. She is glad to be a part of the Sampson County Schools Upward Bound Team.
